Puerto Rico wants to build the Caribbean's first spaceport. A naval ghost base is the unlikely launchpad.

Roosevelt Roads sat abandoned for two decades, home to wild horses and crumbling barracks. Now Puerto Rico is betting its equatorial geography, a mature aerospace cluster, and US jurisdiction can turn the old base into a commercial launch site, over the objections of the communities next door.

Why the equator turns Puerto Rico into prime launch real estate

The advantage is not marketing, it is orbital mechanics. The Earth spins fastest at the equator, roughly 1,670 kilometres per hour, and a rocket launched eastward starts its journey already moving at that speed. The closer a launch site sits to the equator, the larger the head start, and the less propellant a vehicle needs to reach orbital velocity. For operators chasing low Earth orbit, that translates directly into heavier payloads or cheaper flights.

This is old knowledge in the launch business, and it is why Puerto Rico has been courted before. Back when SpaceX was choosing the site for its third launch facility, Elon Musk named the island as a candidate alongside Texas, Florida, and Hawaii. Puerto Rico's economic development office pitched the equatorial boost and offered tax incentives. What has changed since then is the shape of the market. Commercial low Earth orbit stations are expected to begin deploying from 2026 as the International Space Station winds down, opening a wave of demand for launch capacity that did not exist a decade ago. What separates Puerto Rico's bid from most frontier launch proposals is that the industrial base is already on the ground. The island is the leading US producer of pharmaceuticals and medical devices, a business built on sterile, high-compliance, life-critical manufacturing. That discipline transfers cleanly to aerospace, and roughly a decade ago the island began deliberately pivoting toward it.

The names are recognisable. Honeywell Aerospace, Collins Aerospace, Pratt and Whitney, and Lufthansa Technik all operate on the island. Honeywell relocated its Americas Aftermarket headquarters to Puerto Rico in 2007 with 12 employees and now employs more than a thousand. Pratt and Whitney opened an engineering centre in Aguadilla in 2018 that supports its commercial and military gas turbine engines, including the Geared Turbofan. Collins Aerospace builds printed circuit boards for aircraft engines at its Santa Isabel plant. Across the sector, the aerospace workforce has grown from around 700 to 6,000 in ten years.

Because of the geographic location of Puerto Rico being close to the equator, as the space industry has started to really take off, maybe the island just is a natural place to develop that industry." The talent pipeline is built to match. The University of Puerto Rico at Mayaguez runs the Center for Aerospace and Unmanned Systems Engineering, the first centre of its kind in the Caribbean, and its College of Engineering is one of the top producers of Hispanic engineers in the United States, with around 5,000 undergraduates. Graduates move directly into roles in propulsion, avionics, and systems integration with the cluster's anchor firms, a closed loop of training and hiring that few emerging launch sites can claim.

A summit, a procurement, and the confidence behind it

The Caribbean Space Summit 2025, held in San Juan in late October, was where the project stopped being a domestic conversation. The three-day event brought global investors and industry leaders to the island and, crucially, took them onto the site. Attendees toured Roosevelt Roads on 29 October and visited the western aerospace cluster the following day. Speakers included Puerto Rico's economic development secretary, representatives of the US Space Force, and The Aerospace Corporation, a lineup that reflected both the commercial and the national-security weight behind the idea.

Government confidence has been public and consistent. When the Ports Authority first gauged industry interest, 11 aerospace firms responded, and the island's economic development leadership read that as proof of a viable market. The master plan reaches well beyond a launchpad. The LRA envisions Roosevelt Roads as an integrated aerospace commerce district, with launch control and range support, vehicle tracking and telemetry, a dry dock, a marina, residential and hospitality components, a data centre tuned for aerospace clients, and a viewing zone for launches. Carlos Rios-Pierluisi, the authority's executive director, has framed the ambition around jobs and the return of the diaspora rather than rocketry alone.

The fight over Punta Medio Mundo

The chosen site is also the project's biggest liability. Punta Medio Mundo is a finger of land reaching into the Atlantic from the Ceiba State Forest Natural Reserve, and it borders conservation parcels that shelter the Antillean manatee, the green and hawksbill sea turtles, the Puerto Rican boa, and the yellow-shouldered blackbird. Puerto Rico's own 2014 development plan classifies the area as a Green Belt, zoned for low-density, low-impact use, a designation that sits awkwardly against rocket launches.

The opposition has names and standing. The Centro de Periodismo Investigativo, Puerto Rico's investigative journalism centre, reported that a launch facility there could cause unassessed environmental damage across a wide radius. An earlier proposal from a veteran aerospace developer who had worked at NASA, SpaceX, Blue Origin, and Virgin Galactic was rejected in November 2024 by the Ceiba community, represented on the LRA board by community leader Maria Avila, who has lived in the municipality her whole life. The RFP that followed in December revived the launch ambition on the same contested ground.

The authority has tried to answer the concern in the procurement itself. The RFP states that the facility must prioritise sustainability, that normal activities at Roosevelt Roads must continue with minimal disruption, and that the selected developer must engage local businesses and prioritise hiring from Ceiba and Naguabo. Whether those commitments satisfy the communities and the regulators remains the open question, and the dual federal and commonwealth oversight of the base means any approval will have to clear multiple agencies.

Infrastructure work on the wider base, including rehabilitation of the drinking water system, is expected to begin in the latter half of 2026. The spaceport itself depends on a developer being selected, financed, and licensed, and on the environmental and community objections being resolved rather than simply overruled. Puerto Rico has the geography, the workforce, and the industrial base aligned in a way few places can match. What it has not yet shown is that it can turn twenty years of broken promises at Roosevelt Roads into a rocket on a pad.
